摘要 本文借鉴适应性分析范式,提出产业系统适应性概念和测算模型,并应用于吉林省产业系统适应性分析。结果表明:①吉林省产业系统敏感性以延边州最高,长春市次之,松源市和辽源市最小,而应对力以长春市最高,吉林市、通化市和延边州居中,其余地区较低;②未来吉林省各市州在积极参与产业分工的同时,还应重视污染治理、产业结构优化调控,以及产业创新能力建设;③吉林省各市州适应性可分为六类,高敏感性高应对力高适应型、低敏感性高应对力高适应型、低敏感性低应对力中等适应型、高敏感性低应对力中等适应型、低敏感性低应对力低适应型、高敏感性低应对力低适应型;④敏感性和应对力都是决定产业系统适应力的关键因子,产业系统的开放性造就了敏感性,也提高了应对力,敏感性与应对力相互协调、相互适应促进了产业系统适应力的发展。

Abstract:Following the adaptability analysis framework which presents a new research paradigm for sustainable development, the authors propose the conceptual model and indicators for assessing regional industrial system adaptability. When the model is applied in the case study of Jilin province, the result shows that all the areas can be divided into three grades according to the scores of industrial system susceptibility, which are the high grade including Yanbian Korean Autonomous Prefecture and Changchun city, the middle grade comprised of Siping city, Baishan city, Jilin city and Baicheng city, and the low grade constituted by Songyuan city and Liaoyuan city, while in the aspect of coping ability Changchun city is in the high score group, Jilin city and Tonghua city belong to middle score group, and the other cities are the parts of low score group. The authors point out that the pollution abatement, industrial structure optimization and industrial innovation ability should be paid more attention in order to further promote domestic industrial development in all areas of Jilin province while participating in regional industry division. According to the composition characteristics of adaptability index, susceptibility index and coping ability index, all areas in Jilin province can be categorized into six types in which Changchun city and Songyuan city are listed in different high adaptability types respectively, Jilin city, Liaoyuan city and Siping city can be classified into middle adaptability type, and Siping city is different from the other two, the rest areas are belong to low adaptability types. Susceptibility and coping ability both are the key factors which affect regional industrial system adaptability, and it is the system openness which brings up the susceptibility while improving the coping ability, so it is important to take effective measures to realize susceptibility and coping ability facilitating each other in domestic industrial development.
